Norwood budget proposal could reduce property taxes, maintain utility rates

NORWOOD — For the second straight year, the proposed budget for the Town of Norwood will not have an increase in utility rates and could give homeowners a discount on their property taxes.
Town administrator Ray Allen presented a proposed budget to the town council at Monday’s regularly-scheduled council meeting, recommending a cut in the property tax rate from 41 to 38 cents per $100 of value because of the county’s revaluation process.
“As we have our budget workshop and talk more about it, we can look at what’s going into the budget,” Allen said.
A memo outlining the proposal in more detail said utility rates — including water, sewer and sanitation — should remain at their current levels.
The proposed budget also allocates funds for an additional full-time patrol officer for the police department, as well as a new full-time employee in the water and sewer department to handle grinder pump maintenance.
“I think (Norwood has) the opportunity to accomplish some things, continue to make improvements in the town’s infrastructure and continue to make improvements in the town overall,” given the other capital items that are accounted for in the budget.
Norwood has had two previous budget workshops, but Allen recommended a final workshop before next month’s council meeting, at which time the board would could approve the budget.
The council voted unanimously to have a budget workshop for Wednesday, May 28 at 3 p.m. in a conference room at the water treatment plant.
