Locust Mayor Scott Efird will make a change in his service to the city when he switches from employer to employee beginning at the first of next month.
The mayor has submitted his resignation from that post to be effective Dec. 2 and will assume his new duties as the town planner the next day.
Efird said when the position was open some mentioned he might have the qualifications for the job.
“This job was the farthest thing from my mind,” Efird said. “I had already decided I was not going to run again because I was spending so much time away from my job doing the duties of mayor and I wanted to find something else I could do for the city.”
He applied and went through two interviews, but he said he stayed away from City Hall during the decision process to not appear trying to influence any decision.
“A lot of people were probably wondering why the mayor hadn’t been around,” Efird joked.
He said the council had a legal opinion saying he could hold both positions simultaneously.
“But, you can’t do that and do either job right and I want to do it right,” Efird said. “I love this city and I’ve lived here all my life. This city’s been good to me and I feel like I owe it something.”
City Administrator Tim Fesperman said the position has been vacant for some time before the decision was made to find someone to assume the duties.
“It came out very well with Scott,” said Fesperman. “He has 17 years experience with the planning and zoning board.
“He really has a passion for this city and a vision of which some have already occurred. We’re excited he wants to pursue this next chapter of service to the city he loves.”
Efird sent his resignation letter Thursday to Fesperman and read in part:
“I feel very fortunate and honored to have been in this position for the past three years.
“This experience has made me a better person and citizen...I leave this position with many pleasant memories and feel very fortunate to have been associated with each one of you.
“The friendships and working relationships that I have acquired have been invaluable, and I leave this position with many fond memories.
“The experiences that I have had during my tenure will be of the utmost importance going forward in my new endeavor as planner for the City of Locust.”
Fesperman said Mayor Pro-Tem David Walker will perform the duties of mayor until the city council takes action to elect a new mayor to serve until the next city election.
The council will have the option of picking one of their own, which would create a vacancy on the council, or choosing someone from outside the council.
The council has not announced plans to make that decision at the December regular meeting.

State Highway Patrol Employees and Civilians Receive Departmental Awards
RALEIGH - Colonel Bill Grey, commander of the North Carolina State Highway Patrol and Kieran Shanahan, secretary of the Department of Public Safety presented several employees and civilians with awards from the department in a ceremony held today at the SBI Auditorium located in Raleigh.
