Minimum housing rules pass, to be effective Jan. 1

Wednesday, October 3, 2012 — Stanly County now has an ordinance that is hoped will clean up unsightly and unsafe structures.

By a 5-0 vote, the commission approved the ordinance that was presented with no changes from the original draft presented to the board last month.

The purpose of the ordinance is to establish minimum standards for occupancy of all buildings.

Michael Sandy, planning director, and County Attorney Jenny Furr both explained the only changes they had made were ones that would make clarify some of the points of the ordinance.

Commissioner Gene McIntyre, who made the motion to approve the ordinance, included a change that would reduce the maximum height of grass from 18 inches to 12 inches.

The ordinance becomes effective Jan. 1, 2013.

The board also approved application for a $225,000 grant from the North Carolina Division of Community Assistance that would be used for low income housing.

Michael Walser of Carolina Government Services, LLC explained the grants are awarded in three-year cycles and are non competitive, meaning the award is an automatic one.

Commission also approved applying for a grant of up to $500,000 from the Community Block Grant Program to help fund repairs and improvements to the Stanly County Senior Citizens Center.

According to the report filed with the board, proposed repairs include replacement of the hardwood floor in the large multi-purpose room, re-pointing of exterior brick and masonary walls, application of weather sealant and gutter replacement,  installation of two HVAC units and controls with more modern energy efficient models.

Although the grant requested can be up to $500,000, the estimated project cost is $94,800.

In other business, the board voted to approve a resolution in support of a no-wake zone around Lake Tillery Marina, approved awarding the administrative services contract to Carolina Governmental, LLC, and voted to appoint Lindsay Dunevant and Tony Dennis to serve on the West Stanly sewer contract sub-committee.

Commissioners also met in a 45-minute closed session to discuss the 401 water quality permit intervention and APGI’s public records requests lawsuit and to discuss an economic development matter.

The board adjourned having taken no action in the session.

Commissioners also voted to delay their next meeting until Oct. 22 at 7 p.m. at which time a vote will be taken on the 2013 Schedule of Values.
