Sunday, November 16, 2008 — The North Carolina Division of Water Quality will hold a public hearing on Dec. 16 starting at 7 p.m. at the Stanly County Commons Meeting Room.
The hearing relates to the May 9, 2008 application by Alcoa Power Generating, Inc. for a Water Quality Certification, a requirement for the relicensing of the hydroelectric dams at High Rock, Tuckertown, Narrows and Falls reservoirs.
In addition to its May 9 application, supplemental information received in-cludes a Sediment Sampling Work Plan - Badin Lake (Aug. 29) and Narrows Discharge Sampling Results (Oct. 2).
As well as this certificate from the Division of Water Quality, Alcoa must receive licensing from the Federal Energy Regulatory Com-mission to continue operation of the hydroelectric dams.
The application process proposes to (1) address dissolved oxygen issues in the Yadkin River downstream of the dams, (2) modify the minimum low flow in the river, (3) provide permanent protection of stream corridors in order to partially offset minimum flows, (4) conduct biological and flow monitoring in the river and (5) conduct sediment sampling in Badin Lake.
During the hearing, the public will be allowed to speak with a likely three-minute time limit. The action limit will be determined the day of the hearing and will depend on the number of people that sign-up to speak prior to the hearing. Speakers will be heard in order of registration.
