Thursday, February 1, 2007 — A body found by hunters and reported to Cabarrus County deputies was positively identified Tuesday by medical examiners using the victim’s dental records.
Deputies responded to Rocky River Road near the Concord city limit Saturday where they found the body of Kenneth Carlton Howie Jr. under a railroad bridge about a quarter mile from Rocky River Elementary School.
Howie had apparently been dead for some time, possibly weeks, but investigators are waiting for further test results from the medical examiner’s report to determine a specific time of death.
The autopsy is also expected to determine an exact cause of death, which at this time remains undetermined.
Foul play does not appear to be a factor in Howie's death and no criminal activity is suspected at this time, according to Cabarrus County Sheriff’s reports.
Howie, 45, of Charlotte, was reported missing from Willow Ridge, an assisted living center, in November.
Willow Ridge representatives declined to make any comment regarding Howie’s disappearance or death when contacted by The Stanly News & Press.
The police investigation into the incident is ongoing.
Whether or not any charges will be filed has not been determined, but such a course of action is unlikely based on preliminary findings.
The assisted living center, which opened in 1998, offers care for adults who prefer not to live alone or require daily personal assistance.
The 15,000 square-foot facility has more than 20 private rooms for residents, as well as living, dining, and recreational areas.
Neither Willow Ridge representatives nor law enforcement officers indicated where Howie was last seen prior to his disappearance.
Staff members provide 24- hour service and Certified Nurse Assistants are available to assist residents as needed with daily activities and needs.
